Terms of Reference LOCAL LONG TERM EXPERT

Background Sparkassenstiftung für Internationale Kooperation (Savings Banks Foundation for International Cooperation, SBFIC, www.sparkassenstiftung.de) is the international consultancy and development company of the Sparkassen, the largest network of German retail banks. SBFIC’s mission is to promote financial inclusion all over the world. Funded by its member banks, the German government and other donors, German experts advise partners in more than 40 countries on topics such as financial literacy and consumer protection, triple bottom line banking, capacity development, small and medium enterprise finance and others.

The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned Sparkassenstiftung für Internationale Kooperation to implement the project “Just Transition: Regional Project on the Sustainable Transformation of the Financial Sectors of Albania, Armenia, Georgia, Kosovo, the Republic of Moldova, and Ukraine”. Sparkassenstiftung Moldova will implement the project activities through a small team of German and local long-term and short-term experts, in close cooperation with several Moldovan stakeholders and partners.

Duration 01 July 2026 – 01 July 2027 with option to prolongation.

Working Time 8 hours working time per day, 40 working hours per week. During working days there is an office presence requirement between 9 a.m. and 5 p.m. Overtime during work has to be agreed with the supervisor prior to performance.

Tasks The Long Term Expert (LTE) is subordinated to the DSIK Country Representative. Depending on the nature of the role and the area of activity, the LTE works closely together with other local and international colleagues (LTE and STE).

In line with the subordination and cooperation relationships, the LTE in general performs the following activities: • Organisation and implantation of educational and training programmes in the field of Financial Literacy for various target groups, including elaboration of training materials and analysis and assessment of provided education and training measures • Support with the planning and organisation of project work • Preparation of analyses, reports, and other documents according to the needs • Implementation of project work under subcontracts carried out by DSIK on behalf of GIZ or other organisations o Full extent Implementation of the ODA project under a GIZ contract; o supporting cooperation with CNASCA under the BMZ mandate, in collaboration and consultation with the Banking Expert of the local DSIK team • Liaison and communication with project partners and stakeholders In addition, the LTE will, in consultation with the DSIK Country Representative and according to the needs/requirements and opportunities, carry out also other reasonable tasks and activities within the scope of the DSIK project work.
