NATIONAL OFFICE FOR THE IMPLEMENTATION OF ENVIRONMENTAL PROJECTS (NOIEP) REQUEST FOR EXPRESSIONS OF INTEREST (Open Competitive Selection of Individual Consultants) (Call for local consultants only) Date: April 21, 2026 REPUBLIC OF MOLDOVA GEF/WB Project implementation phase- Restoring ecosystems for marine pollution prevention” (ReMaP) (P505546) and ”Expanding Sustainable Land and Biodiversity Management" (TerraMoldova) (P514338) Assignment Title: Environmental Safeguards Specialist, full time position Reference No. (as per Procurement Plan): MD-NOIEP-547288-CS-INDV The World Bank is supporting the Government of Moldova in the implementation of two distinct but complementary projects: REMAP and TerraMoldova funded by the Global Environment Facility (GEF). While the two projects are technically separate operations — each with its own financing, results framework, and implementation arrangements — they are designed to work in synergy to address Moldova's land and environmental management challenges at scale. REMAP is aiming to address the critical issue of land-based nutrient pollution in the Dniester River Basin while advancing sustainable landscape management practices. Its overarching objective is to expand the area under sustainable landscape management practices and restore the ecological integrity of the Dniester River Basin. By improving wetland, forest, and river ecosystem functions in the catchment area, the project aims to enhance water filtration, nutrient retention, and habitat connectivity, while promoting biodiversity and building resilience to climate change. The initiative incorporates Nature-Based Solutions (NBS) to address nutrient pollution and improve ecosystem quality and connectivity. It aligns with Moldova’s commitments under EU environmental directives and international frameworks, including the Kunming-Montreal Global Biodiversity Framework and the UN Decade on Ecosystem Restoration. National Office for the Implementation of Environmental Projects (NOIEP) now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services related to Environmental Safeguards Specialist. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The minimum qualifications for this position are: • Education: Advanced degree (MSc or equivalent) in Environmental Science, Environmental Engineering, or a related field. • Experience: Minimum 5 years of experience in E&S safeguards, including implementation (not only preparation) of WB ESF instruments. Practical experience in the Republic of Moldova is essential. • Technical Knowledge: Strong understanding of the WB ESF (ESS1–ESS10) • Skills: Excellent analytical and report-writing skills; strong facilitation and communication skills; ability to manage multiple tasks and work independently. • Languages: Excellent written and spoken proficiency in English, Romanian, and Russian is required. • Travel: Willingness to travel to remote project sites within Moldova.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Individual Consultants will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the above-mentioned “Procurement Regulations”.
