TERMS OF REFERENCE Graphic Design and Visual Communication Services National Congress of Ukrainians of Moldova (NCUM)

  1. Background The National Congress of Ukrainians of Moldova (NCUM), in partnership with UNICEF Moldova, implements the project “Every Child is Protected in Moldova”, providing information sharing and organizing community events, particularly in the sectors of Education, Health, Child Protection and Gender-Based Violence (GBV). Project activities include information campaigns, awareness materials, reports, learning resources, and digital outreach. These outputs require continuous visual preparation and adaptation for multiple communication channels and must follow UNICEF and other engaged donors’ visibility requirements, as well as NCUM visual identity standards. The project foresees a high and continuous volume of communication outputs throughout implementation. NCUM therefore seeks a qualified graphic design service provider able to deliver timely, consistent and high-quality visual materials across print and digital formats while maintaining sufficient operational capacity to respond to both planned and urgent communication needs.

  2. Purpose of the Assignment To provide ongoing graphic design, layout and visual production services ensuring that project materials are clear, accessible, visually consistent and compliant with donor branding and communication standards throughout the project implementation period.

  3. Scope of Services The contractor will work on a continuous basis and shall perform the following tasks. 3.1 Information and Awareness Materials

Design and prepare visual materials for developed by Government and UN communication campaigns, and development of new -project campaigns including: Posters, leaflets and brochures Roll-ups, banners and event materials Infographics and visual summaries Presentations and event packages (agenda sheets, certificates, signage) Outreach materials for Education, Health, Child Protection and GBV topics Materials must be suitable both for print and digital distribution and adapted simultaneously for multiple formats. Estimated workload: up to 20 campaign visual packages per month, depending on complexity.

3.2 Reports and Analytical Publications

Layout and full visual development of reports and publications Preparation of visual elements for sector reports and assessments Visualization of social listening outputs and survey results Data presentation, charts and infographics Formatting of donor-facing publications The contractor may be requested to develop the full visual structure of a report (cover concept, grid system, icons, typography and visual hierarchy), not only to insert text into a template. Estimated workload:

Up to 3 reports per month 10-40 pages, or multiple smaller analytical outputs with integrated data visualization. 3.3 Educational and Programme Materials In coordination with technical specialists:

Layout of guides and manuals and presentations Psychosocial Support (PSS) materials Anti-bullying educational materials Toolkits and training packages Estimated workload: continuous support for small scale 20 educational and PSS products per month, and up to 3 large sale materials per month depending on scope.

3.4 Digital and Multimedia Content Preparation of visual assets for digital communication, including:

Social media visuals Short video graphics and animated elements Animated videos and explainer clips Titles, subtitles and captions YouTube thumbnails and covers Estimated workload:

approximately 30 digital visuals per week periodic development of animated and motion-based content required by campaigns. 3.5 Photo Branding and Rapid Visual Tasks The contractor must be able to provide rapid turnaround services, including:

Branding of photos from events within 1 working day (from 20 to 500 photos, depending on the scale of the event) Quick adaptation of urgent announcements Preparation of campaign visuals on short notice Immediate turnaround is required during peak communication periods and event implementation days.

3.6 Adaptation for Communication Channels All materials must be adapted for different platforms when required:

Facebook Telegram Instagram TikTok YouTube Viber Website Each format shall follow platform-specific proportions, readability and audience behaviour. 3.7 Branding and Visibility Compliance The contractor shall:

Apply donor logo placement rules for each material Respect UNICEF branding guidelines Follow logo hierarchy requirements when multiple donors are present Maintain consistent color palette and typography Adapt designs to multilingual formats (RO / RU / UA / EN) Ensure consistency across Education, Health, Child Protection and GBV sectors 4. Deliverables For each assignment, the contractor shall provide:

Editable source files (AI, INDD, PSD, Figma or equivalent) Print-ready files (PDF CMYK, 300 dpi) Optimized web versions Social media ready formats Separate files per language when applicable The contractor shall maintain production capacity equivalent to approximately 800-1000 visual outputs per year, subject to fluctuation based on campaign intensity and reporting cycles.

  1. Working Arrangements Work will be requested via task orders sent by NCUM. The contractor is expected to maintain communication during working days and confirm timelines upon receipt of each request. The contractor shall maintain sufficient operational capacity to scale production during:

Minimum 2 years experience in graphic design Proven experience in report layout and information campaigns Proven ability to handle multilingual materials Proven ability to work with tight deadlines 7. Required Documentation
