Request for Bids, Small Works (One-Envelope Bidding Process) RFB ref no: WORK_CEVVC_2026A

Country: Republic of Moldova Name of Project: Fruit Garden of Moldova Contract Title: “Works for the construction (Stage 1) of the Experimental Didactic Station in Horticulture” (land cadastral number 3153217.430, located at: 1 Gratiesti str, Stauceni city, Chisinau municipality, Republic of Moldova) Final beneficiary: Center of Excellence in Viticulture and Winemaking from Chisinau (CEVVC) Finance Contract No: FI N° 83.887 (MD), Serapis N° 2014-0041 Date: May 25, 2026

  1. The Republic of Moldova has received financing from the European Investment Bank toward the cost of the Fruit Garden Project (in total amount of 120mln EUR), and intends to apply part of the proceeds toward payments under the contract for provision of:
    “Works for the construction (Stage 1) of the Experimental Didactic Station in Horticulture” for the final beneficiary Center of Excellence in Viticulture and Winemaking from Chisinau (land cadastral number 3153217.430, located at 1 Gratiesti str, Stauceni city, Chisinau municipality, Republic of Moldova) The works are procured within the Investments in Infrastructure Component of the “Fruit Garden of Moldova” Project.

  2. The implementing agency/ Employer - Consolidated Unit for Implementing and Monitoring the Wine Sector Restructuring Program (UCIMPRSVV) now invites sealed Bids from eligible Bidders for provision of “Works for the construction (Stage 1) of the Experimental Didactic Station in Horticulture” for the final beneficiary Center of Excellence in Viticulture and Winemaking from Chisinau (land cadastral number 3153217.430, located at 1 Gratiesti str, Stauceni city, Chisinau municipality, Republic of Moldova) Contract implementation period is up to 6 months from contract award date. Bids shall be valid until August 23, 2026.

  3. Bidding will be conducted through National Competitive Bidding using a Request for Bids (RFB) and is open to all eligible Bidders as defined in the EIB Guide to Procurement.

  4. The Bidder shall furnish documentary evidence that it meets the following Qualification Requirements (complete list of qualification requirements are in the tender documents):

Financial Situation: (i) The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated to 8 mln MDL (or equivalent in EUR/USD) for the subject contract net of the Bidder’s other commitments. (ii) The Bidders shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments. (iii) The Bidder shall submit the audited balance sheets or financial statements acceptable to the Employer, for the last 5 years (2025, 2024, 2023, 2022, 2021), that must demonstrate the current soundness of the Bidder’s financial position and indicate its prospective long-term profitability. (iv) Minimum average annual construction turnover of 17 mln MDL, calculated as total certified payments received only for construction contracts, in progress and/or completed within the last _5_years (2025, 2024, 2023, 2022, 2021). Experience: (i) Experience under construction contracts in the role of prime contractor, for at least the last 5 (five) years, starting 1st January 2021. (ii) A minimum number of 3 (three) construction contracts, that include similar works, included in the list of works quantities, each of minimum value of 15 mln MDL (or equivalent in EUR / USD) that have been satisfactorily and substantially completed as a prime contractor, starting 1st January 2021;

  1. Interested eligible Bidders may request an electronic copy of the bidding documents from: UCIMPRSVV, Attn. Procurement Department; Email: office@winemoldova.md. The Bidding Documents are provided free of charge (in electronic format) and shall be sent via e-mail, upon written request (to the e-mail mentioned above). Firms originating from all countries of the world are eligible to submit bids under this RfB.

  2. Bids must be delivered on or before hour 13.00 (MD time), June 11, 2026, to the following address: UCIMPRSVV, Attn: Radu Voicu-interim executiv director, 18 Calea Basarabiei str. (yellow building), MD-2023, 2nd floor, Chisinau city, Republic of Moldova.

Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address above (point 5), at hour 13.30 (MD time), June 11, 2026.

  1. All Bids must be accompanied by a Bid Security of 250.000,00 MDL (or equivalent in EUR or USD). Bid Security shall be valid until September 20, 2026.
