UNICEF Moldova is looking for an individual consultant to provide technical assistance to assess the digitalization of social protection business processes within the National Office of Social Insurance.
To qualify as an advocate for every child you will have:
- Advanced university degree (master's or PhD) in sciences, business and administration or Information Technology.
- Minimum 5 years of professional experience in business process mapping, digitalization and management and information systems related to public policy or/social protection policy.
- Experience in qualitative analysis and quantitative experience in the collection and analysis of data is required.
- Demonstrated experience in developing Terms and Reference reports for an integrated information system is required.
- Skills in database administration and optimization, as well as in the field of hardware and software architecture, are required. Strong knowledge of the social protection system is an advantage.
- Demonstrated ability to produce clear and succinct reports.
- Demonstrated relevant working experience with government officials and authorities, and UN agencies.
- Excellent written and oral communication skills in Romanian and a working knowledge of English are required. Knowledge of Russian would be an advantage.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
