SALAR International is expanding its network of professionals in areas related to the EU acquis, sectoral EU policy areas, as well as in EU funding and investment-related areas.

Members of the expert roster will serve both as trainers and technical experts/advisors, contributing to project implementation while delivering training and knowledge-transfer activities. Demonstrated experience in facilitation, adult learning, or professional capacity-building is therefore required.

About SALAR International SALAR International is a subsidiary of the Swedish Association of Local Authorities and Regions (SALAR), representing all 290 municipalities and 21 regions in Sweden. As the international branch of SALAR, we work globally to support local democracy and good governance in developing and transitioning countries. Our expertise covers areas such as capacity building in municipal management and service delivery, local and regional development planning, support for local government associations, decentralisation policies and European integration. Geographically, SALAR International’s projects cover countries in Eastern Europe, the Caucasus, the Middle East and the Sub-Saharan Africa.

Description of the assignment context Project: Local Public Administration, Citizen Engagement (PACE Local) a four-year project (2025–2029) to support local governance in Moldova. It is based on discussions with Sida and the Swedish Embassy in Chișinău and on the results of an ongoing inception phase that began in June 2024 and has included consultations with a broad range of domestic and international stakeholders. The State Chancellery of the Republic of Moldova (SC) has been closely consulted on the government’s strategy for local public administration reform (PAR) while local perspectives have been provided by the Congress of Local Authorities of Moldova (CALM) and representatives of local public authorities (LPAs). The overall goal of the project is: Strengthened LPAs within an enhanced framework for local governance improve service provision to citizens in line with the country’s strategic orientation towards EU accession. There will be a focus on support to the central government, thematic support to clusters of local public authorities as well as support for local engagement in the EU accession process.

Expertise areas. If you have expertise in one or more of the following areas, we’d be happy to hear from you: • EU Regional Policy and Cohesion Policy, • Rural Development and Local Economic Development, • Energy and Green Transition policies, • Public Procurement aligned with EU standards, • Data collection and analysis in provision of local services, • Public Services and Local Infrastructure, • Digital transformation of local governance, • Strategic and territorial planning, • Integrated waste management, • Gender equality in local development policy • Citizen participation and engagement • Energy efficiency and renewable energy, • Climate resilience and environmental protection, • EU funding architecture and opportunities for LPAs including: o Increasing investment readiness of municipalities, o Partnerships and networking for EU funding at European level, o Cross-border and Interreg funding opportunities, o Green and digital EU investments at local level, o Financial management, co-financing, and sustainability of EU investments.

Who we are looking for: • Professionals with at least 5–10 years of relevant experience. • Backgrounds in EU acquis, sectoral EU policy areas, EU funding and investment-related areas. • Experience working with LPAs, national authorities, and/or international partners. • Experience as trainers and in developing curriculum for LPAs projects and related to EU integration and above-mentioned areas of expertise. • Swedish municipal experts and practitioners are warmly encouraged to apply – international experience is an asset but not required for all assignments. • Excellent command of English (other languages such as Romanian, Russian are a distinct advantage). • Nationals from Moldova, Romania, Sweden, the Balkans, and the Baltic states.
