Moldova has received Additional Financing (AF) from the International Development Association in the amount of USD 15.0 million for the Moldova Agriculture Competitiveness Project (MAC-P). The AF will be used to expand the project activities under Component 1: Improving Food Safety Management, aimed at strengthening human, institutional, and technical capacities of the national food quality and safety management systems and ensuring alignment of regulations and systems with sanitary and phytosanitary (SPS) standards for export markets (primarily those of the European Union [EU] and aligned with the EU). For this purpose, the AF will finance a series of activities and investments aimed at establishing an EU-compliant comprehensive system for managing animal by-products (ABP) not intended for human consumption.

Following the adoption of the ABP Law in 2019, the Government reached an agreement with the World Bank regarding a project to establish a comprehensive EU-compliant system for the management ABPs. Based on the results of the Initial Feasibility Study (IFS) and the option selected by the Government, the construction process of the ABP in the central region of the country (Criuleni district, 40 km from the capital) has been initiated. The IFS provided a description of the equipment to be installed, as well as the general layout of the site, including ABP inflow and processing flows. The contractor will deliver and install the necessary equipment.

One of the proposed options for the operation and management of the ABP offered in the IFS was a public-private partnership/concession. In this regard, to determine the feasibility of a concession model for processing animal by-products not intended for human consumption instead of state operation (e.g., SOEs, public institutions), and in accordance with the legislation of the Republic of Moldova, a Feasibility Study (FS), including an opportunity study, must be developed.

All fiduciary activities under the Project are undertaken by the Consolidated Agricultural Projects Management Unit (CAPMU), financed by the World Bank, which will act as the Client for this assignment. The Client intends to select a Consultant to carry out the tasks described below. The objective of this assignment is to develop, in accordance with the legislation of the Republic of Moldova, a Feasibility Study (including an opportunity study and technical specifications) in line with Article 12, para. (1) of Law No. 121/2018 “On works concessions and service concessions” (the Law).

General requirements for the consulting company:

  • At least 5 years of experience in the consultancy field
  • At least 3 years of experience in preparing feasibility studies
  • Experience in developing studies in the field of public-private partnership/concession The specific requirements for the key experts are detailed in the Terms of Reference attached.

The company will carry out the assignment from August 2025 until December 31, 2025 (5 months).
