Roster of Experts on Crisis Management Location: Chisinau, Moldova Contract type: Short-term consultancy, roster-based engagement Duration of roster: 2026-2027
OBJECTIVE OF THE CALL FOR APPLICATIONS The purpose of this call is to identify and pre-qualify experienced professionals with expertise in one or more areas related to crisis management, crisis communication, emergency preparedness, civil protection, and resilience. The experts might be assigned to support the effective establishment and operational readiness of the National Crisis Management Centre (NCMC) of Moldova, and for specific tasks, might be dispatched to the NCMC for embedded advisory and technical support.
Scope of assignments Experts included in the roster may be requested to: • Support DCAF’s work on crisis management, disaster risk management, and civil protection, and contribute to the design and implementation of project activities; • Work in close coordination with national authorities, development partners, and relevant stakeholders on crisis management, civil protection, and disaster risk reduction; • Provide advisory support to the National Crisis Management Centre of Moldova, based on the 2025 Law on Crisis Management and related normative acts, and the operational implications for the NCMC, while ensuring alignment with EU and international good practices; • Support the planning, organisation, and facilitation of trainings and simulation exercises; • Preparing technical notes and reports, progress updates, and recommendations on the operationalisation process; • Support monitoring and evaluation activities.

Eligibility and qualification requirements • Advanced university degree in public administration, security studies, political science, law, crisis management, emergency management, disaster risk reduction, public administration, humanitarian affairs, or another relevant field; • Minimum of 7 years of relevant professional experience in crisis management, civil protection, emergency response, disaster risk reduction, institutional reform, or related fields, including in a managerial position; • Demonstrated experience in crisis management, emergency preparedness, response, coordination, or resilience programming; • Familiarity with Moldova’s public administration system; • Prior experience working with government institutions involved in crisis management and civil protection, is desirable; • Prior experience working in and international environment, including with international bilateral partners and multilateral organisations, is an asset.
Skills and competencies • Valid residency (in Moldova) at the time of application; • Fluency in Romanian and in English, both written and spoken; • Excellent knowledge of crisis management systems and coordination mechanisms; • Strong advisory and facilitation skills, with the ability to work in embedded environments; • Ability to build trust and work effectively with national counterparts; • Experience in multi-stakeholder coordination; • Strong analytical, drafting, and reporting skills; • Strong organisational skills with an ability to work independently and deliver high-quality outputs within tight deadlines; • Excellent communication skills (oral and written) and stakeholder engagement skills; • High attention to detail; • Advanced user of Microsoft Office tools.

Selection process Shortlisted candidates may be invited for an interview or additional assessment. Successful candidates will be included in the roster for the duration specified in this call.
Conditions of engagement Selected applicants will be included in a roster of experts and may be contracted on an as-needed basis for assignments in Moldova. Inclusion in the roster does not constitute a guarantee of employment or assignment. Experts may be contacted for assignments according to organisational needs and available funding. Contracts may vary in duration, location, and scope. Remuneration will be determined based on assignment complexity, qualifications, and applicable organisational policies.
Ethical standards and confidentiality Selected experts will be expected to: • Adhere to the highest standards of professional and ethical conduct; • Respect confidentiality requirements; • Comply with applicable safeguarding, anti-fraud, anti-corruption, and data protection policies; • Avoid conflicts of interest during assignments.
