Since 2021, the organization has implemented humanitarian response and sustainable development projects in cooperation with international organizations, donors, government institutions, local public authorities and civil society. NCUM’s portfolio includes activities related to rights protection, access to services, support to vulnerable groups, economic inclusion, infrastructure development, education, women’s and youth participation, local community development and strengthening the role of the Ukrainian community in Moldova’s public life. Organizational Context and Working Relationships The Operations Manager is a key management position responsible for the day-to-day operational management of NCUM and the implementation of the organization’s project portfolio. Under the supervision of the NCUM Administrator, the Operations Manager ensures that projects and internal processes are implemented in accordance with approved plans, budgets, contractual obligations, the organization’s mission and donor requirements. The position requires regular engagement with staff, consultants, contractors, partners, donors, international organizations, national NGOs, local authorities and other relevant stakeholders. Duties and Responsibilities The Operations Manager will perform the following duties: • Ensure the day-to-day operational management of NCUM, including planning, task allocation, performance follow-up and completion of operational processes. • Manage the implementation of NCUM’s project portfolio across all stages of the project cycle, including project start-up, planning, implementation, monitoring, reporting and closure. • Monitor compliance with grant agreements, approved project plans, budgets, timelines, deliverables and donor requirements. • Maintain a unified project control system, including a deadlines calendar, obligations matrix, implementation status tracking, assigned responsibilities, risk tracking and management decisions. • Coordinate the work of staff, consultants, volunteers, contractors and partners involved in the implementation of NCUM projects. • Ensure the completeness and quality of project documentation, including contracts, terms of reference, acts of completion, invoices, participant lists, minutes, reports and supporting documents. • Oversee the preparation of interim and final project reports, including the collection of programmatic, financial and supporting materials. • In coordination with the finance/accounting specialist, monitor the alignment of expenditures with approved budgets and project implementation plans. • Identify operational, budgetary, documentation-related and reputational risks and escalate them to management in a timely manner with proposed solutions. • Ensure operational support for events, procurement processes, services, contracts, meetings, trainings, consultations and other project activities. • Record decisions, track action points, monitor deadlines and ensure individual accountability for assigned areas of work. • Perform other related duties within the scope of operational management and project implementation, as assigned by NCUM management. Minimum Qualification Requirements Education University degree in management, international relations, public administration, economics, law, social sciences, development, humanitarian action or project management. Professional Experience • Minimum 5 years of professional experience in project management. • Minimum 3 years of experience in a management position. • Minimum 3 years of experience managing grant-funded, donor-funded or non-profit projects. • Demonstrated experience managing the full project cycle, including planning, implementation, monitoring, reporting and project closure. • Experience monitoring project budgets, timelines, deliverables, donor requirements and supporting documentation. • Experience coordinating teams, consultants, contractors, service providers and external partners. Relevant Experience The following will be considered an advantage: • experience working with UN entities, international organizations, international NGOs or national NGOs; • experience implementing projects in humanitarian response, development, social integration, protection or civil society engagement; • experience working with donors, international organizations, public authorities and local partners. Technical Qualifications The candidate should have solid experience using digital tools for operational management and project portfolio oversight, including Microsoft 365 / Word, Excel, PowerPoint, Outlook, Teams, SharePoint and OneDrive; task and project management tools such as Asana, Trello, Monday.com, Notion, ClickUp or similar platforms; and online coordination, data visualization and reporting tools, including Power BI or equivalent solutions. Advanced proficiency in Excel is required, including pivot tables, formulas, filters, data validation, budget trackers, grant compliance matrices, risk registers and donor reporting trackers. Practical experience using artificial intelligence tools, including ChatGPT, Claude, Microsoft Copilot, Gemini or similar solutions, for preparing working documents, analysing information, structuring data, drafting reports, planning and improving operational efficiency will be considered an advantage. Language Requirements Fluency in Russian, Romanian and English at a minimum B2 level is required. Knowledge of Ukrainian is not required. Desired Candidate Profile NCUM is looking for a candidate with strong project and operational management experience who can provide day-to-day oversight of the organization’s project portfolio. The successful candidate should be able to establish effective implementation systems, manage several parallel processes, and maintain control over timelines, budgets, documentation and donor obligations. The candidate is expected to take ownership of operational processes: assign tasks, ensure delivery, anticipate risks, propose solutions and maintain implementation discipline across the team. Working Conditions This is a full-time, office-based position in Chisinau, Republic of Moldova. Remote work is not available. The expected start date is 1 July 2026. Remuneration starts from MDL 20,000 per month. The final remuneration level will be determined following the selection process and will depend on the candidate’s professional experience, management level and relevance of the profile to NCUM’s operational needs.
