  1. The Republic of Moldova has received financing from the World Bank toward the cost of the MSME Competitiveness Project and intends to apply part of the proceeds toward payments under the contracts for procurement of vehicles for the inspection authorities and the National Metrology Institute of the Republic of Moldova.
  2. The Project Implementation Unit of the World Bank MSME Competitiveness Project (PIU) now invites sealed Bids from eligible Bidders for vehicles for the inspection authorities and the National Metrology Institute of the Republic of Moldova divided in 3 (three) lots as follows: Lot 1 2-Wheel Drive Vehicles (SUV) for inspection authorities 2-Wheel Drive vehicle to ensure rigid fixation of the transport boxes for NMI 14 units 1 unit Lot 2 4-Wheel Drive Vehicles (SUV) for inspection authorities 2-Wheel Drive Vehicle for NMI 2 units 1 unit Lot 3 Passenger’ Minibus for NMI 1 unit
  3. Bidders may Bid for one or several contracts, as further defined in the Bidding document. Bids for each lot must be complete. Evaluation of bids will be done on a per-lot basis. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
  4.  Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 
    
  5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 20 % and for Bid cost: 80 %.
  6. Interested eligible Bidders may obtain further information from Project Implementation Unit of the World Bank MSME Competitiveness Project (PIU), e-mail: piu@mded.gov.md and inspect the bidding document during office hours 09:00 to 17:00 hours.
  7. The bidding document in English may be obtained by interested Bidders free of charge upon the submission of a written application to the address below. The document will be sent by e-mail.
  8. Bids must be delivered to the address below before 11.00 of June 09, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 11.00 of June 09, 2026. All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8.   9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
